Chop the garlic into a bowl, add soy sauce and rice vinegar, chili oil, stir evenly, and set aside for dipping sauce.Step 2
Make water in a pot, add pork belly, chives, ginger slices, cooking wine, bring to a boil, then turn to medium heat and simmer for 25 minutes until the pork belly is mature.Step 3
